简要规则描述：本项目红线范围内的所有通信管线拆除及其他因红线范围内通信管线拆除而实施的搬迁工作，为实施通信管线拆除搬迁而进行的一切附属工作内容，并负责办理一切前期手续、道路赔补、图纸设计，通过管理部门的验收等一切手续。            

Brief Specification Description: The demolition of all communication pipelines within the red line range of this project and other relocation work carried out due to the demolition of communication pipelines within the red line range, all ancillary work carried out for the implementation of communication pipeline demolition and relocation, and responsible for handling all preliminary procedures, road compensation, drawing design, and passing all procedures such as acceptance by the management department.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.        

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；（2）未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的采购活动；为采购项目提供整体设计、提供规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；（5）具备通信工程施工总承包三级及其以上资质；（6）具有安全生产许可证（有效期内）；（详见招标文件）
